Back to savings
The man who helped Prime Minister Nano with the saving and use of funds by state institutions must be concrete, but the lady and it is left in support. We are the first, the lack of responsibility in the administrative square. That the government does not see and changes in attitude and disregard for the state and its functioning in all aspects devoted to “savings,” giving order and being “burned” Nano. To limit spending, it is an indication that every minister does not have the right to attend official activities alone in the offices of the ministries without government permission. Even the appointment of senior civil servants is made with the prime minister’s approval and, according to a rule, no one may use vehicles and move around at will. The prime minister has ordered spending cuts in the state administration during this year. In the order circulated to the administration sectors and for operating expenses it says that “any authority going on service abroad must not take more than one person with them” and that “the hosting capacities of Albanian missions abroad must be used to the maximum in order to minimize the costs of stay and subsistence.” Prime Minister Nano’s order applies to the restriction of the use of funds in the state administration by demanding detailed control of expenses in travel, allowances and telephones alike. Under the motto “tighten your belts,” in implementation of this decision by the government leadership, there will be a package of saving measures and economical use of funds. More specifically, ministries and central and subordinate institutions are asked not to employ more than the approved staffing quota, except in cases where there is a large reserve margin. So, leaving the administration and budget restriction. In this context, the state budget presentation is expected to take measures among the planned reforms. However, the government’s program funds must during 1998 be assessed in accordance with the realization of budget revenues. In this framework, it is said that all travel means, telephone, fuel and other ministry expenses will be reduced by 20 percent. Thus, the use of official vehicles will be only for the secretaries-general, the heads of institutions at central level and their subordinates. Likewise, fuel will be distributed according to revised norms and consumption of energy, water and telephone will be reduced. In implementation of this decision, no minister may buy a new car without the prime minister’s permission and no one else should enjoy such a privilege. The order also provides for a restriction on trips abroad and other official visits.
